Can someone explain what the outside bets are in roulette and how they work?

In roulette, the outside bets are the wagers placed on the areas of the roulette table that surround the number grid. These bets include betting on red or black, which predicts the ball will land on a color; even or odd, which predicts whether the ball will land on an even or odd number; and high (19-36) or low (1-18), which predicts the range of numbers the ball will land on. Additionally, you can bet on dozens (first, second, or third dozen of numbers) or columns, each covering 12 numbers on the table. Outside bets typically offer lower payouts but higher chances of winning compared to inside bets.

7:40 he has chips split on 2nd and 3rd 12 line I thought you weren't aloud to do that unless you were at other end of table and couldn't reach for 0 double 00 and that was reserved for that? I'm confused
